Document management in the rental market is a critical process for ensuring the accuracy of financial transactions and regulatory compliance in the sector. In Portugal, challenges include the complexity of the legislation, more specifically, non-compliance with the GDPR, the lack of transparency and the inefficiency of bureaucratic processes. Most documents exchanged during document transactions are shared via WhatsApp or email, which are not secure storage locations.
With this, we present a solution based on Hyperledger Fabric, a blockchain platform for implementing a document management system for the rental process. This system manages the rental process, which consists of three phases: application for a house by the potential tenant by uploading the necessary files, acceptance/denial by the landlord of the various requests received, and creation of a report by the system that only the auditor can request and view. The system's smart contract records the metadata associated with the files (hash, owner) and coordinates landlord requests for file access to potential tenants. Thus, the system is responsible for creating immutable and traceable records of this entire process. The platform serves as the basis for carrying out future audits.
After the landlord verifies the files and accepts the rental proposal, any authorized auditor can request a report of a house accessing the records through the final report with all the events that occurred during the process, who is responsible for the analysis of the same.
